2019 Q1 Luncheon

The ACFE New Orleans Chapter and the Institute of Internal Auditors New Orleans Chapter are hosting a joint CPE luncheon on Thursday, February 14, 2019 at Porter and Luke’s ( www.porterandlukes.com ), 1517 Metairie Rd. Registration starts at 11:30 a.m., and lunch will be served at noon.

Topic: Combating Tax Fraud
Many taxpayers file incorrect tax returns, but when does this cross the line from mere errors to overt acts of tax fraud? The Louisiana Department of Revenue’s Criminal Investigation Division (CID) is the law enforcement arm of the State’s tax collecting agency. Mr. Barry Kelly is the Director of CID, and leads a team of agents to uncover tax crimes, conduct investigations, and develop cases for successful prosecution. This is an ever-evolving fight as criminals employ new technologies and techniques to avoid detection. Barry will discuss CIDs mission, trends in tax fraud, and the methods his team employs to safeguard our tax dollars.

Mr. Kelly spent 13 years in private practice handling family law, successions, contracts, and criminal law matters. He has experience in business consultation, including providing business advice to Louisiana companies regarding the formation, taxation, dissolution, and capitalization of businesses. In 1998, he began a career in state government with the Louisiana Department of Economic Development where he spent two years drafting contracts and handling litigation matters. In 2000, he transferred to the Louisiana Department of Revenue where he was responsible for handling civil and criminal litigation matters and held various titles such as Attorney Supervisor, Deputy General Counsel and General Counsel. Currently, Mr. Kelly serves as the Director of the Criminal Investigations Division for the Department of Revenue. In this role, his responsibilities include investigating alleged tax fraud and recommending criminal prosecution as warranted.

He is a 1985 graduate of Southern University Law Center. He attended Southeastern Louisiana University where he received his B.A. in Business Administration in 1981.
